KAROO NEWS - ANC Councillor Annella Mnuni was elected chairperson of the Dr Beyers Naudé Municipal Public Accounts Committee (MPAC) during the recent special council meeting.
This follows the recent resolution by Council to disband the previous MPAC and reconstitute its representation.
MPAC is established by Council with the purpose of performing oversight over Council's executive functions and investigating matters referred to it by Council.
The committee's primary role is to ensure proper management of public funds, often by examining audit reports, financial statements, and other relevant documents. It therefore plays a critical role in promoting good governance and fiscal responsibility within local government.
The recommendation to disband the previous MPAC was based on the fact that the committee failed to conduct four of the seven meetings that was scheduled to take place between April last year and June this year.
This is particularly concerning as Dr Beyers Naudé Local Municipality is among the five municipalities with the highest number of unauthorised, irregular and wasteful expenditures that still needs to be investigated. In addition to this, the failure of MPAC to attend the scheduled annual outreaches, also adversely affected the process of compiling the municipality's annual oversight report.
Following the disbanding of the previous MPAC, Councillors Abraham Arries (ANC), Annella Mnuni (ANC), Daniel Bezuidenhoudt (DA), and Isak van Zyl (DA) were elected as the new MPAC representatives.
As chairperson, Mnuni is tasked with guiding the committee's review of municipal finances, ensuring both transparency and accountability, in order to uphold the financial integrity of the municipality and fostering public trust in its operations.
