GRAAFF-REINET NEWS — The final list of candidates for the August 3rd municipal elections in the new Dr Beyers Naude Municipality has been published by the Independent Electoral Commission (IEC).
The elected council will comprise a ward councillor for each of the 14 wards, and 13 PR councillors.
A ward councillor is an official elected to represent an area (or “ward”) on council. This councillor represents a political party. The candidate who receives the most votes in a ward is elected as the ward councillor. This is called the “first past the post” electoral system.
The other 13 members of council, the PR councillors, are elected as party representatives through a system called proportional representation, based on the proportion, or percentage share, of votes their political party receives in the election.
Because ward councillors are elected by their wards they are more directly accountable to their communities than PR councillors who are more directly accountable to the political party that put them on the list.
The Democratic Alliance (DA) and African National Congress (ANC) will be contesting all 14 wards, with a strong representation from the Economic Freedom Fighters (EFF) in nine of the wards. The smaller Service Delivery Organisation (SDO) is contesting three wards, namely ward 3 in Graaff-Reinet, ward 6 in uMasizakhe, and ward 11 in Jansenville.
Each party has also put forward its list of Proportional Representation Councillors, listed in the order in which they will be appointed.
The DA has already nominated its mayoral candidate, Samantha Jankovich, but the ANC work on a different principle. After the election in August, should the ANC be in the majority, the regional office will send three names to the national offices. Their choice for mayor will be announced between 10th and 20th August.
